The Reflex sight is simply a cosmetic change to the iron sights.

The Laser sight greatly improves hip fire accuracy. In the single player campaign it also changes the aim function.

Laser sight also takes away your ability to be stealthy (unless you're cloaked all the time).

People say that a lot about Laser sight but all you need do is point it at the nearest wall instead of directly around the corner you're about to go around and you're fine.
