My thoughts about DX11 and it benefits:
DX11 got more realistic lighting. Much better depth of field.
And sometimes incredibly big performance differences (we're talking about a 40-50% performance difference in some games, on other games less, but still better performance).
Better performance means more things can be maxed out or added graphically. Or that the game will just run smoother.
DX 11 also means tessellation without hurting the performance too much like DX10 do with it. Tessellation would be PERFECT for Skyrim, since it uses a lot of boulders, rocks, stone-paths, stone-buildings, etc. Tessellation can really bring out stuff like that and make it look much much much more real (as long as it's not overdone...). If tessellation is not in, then DX10 could include parallax occlusion mapping. The results are almost as good as with tessellation. A flat, depth-less stone-path get to look like a real path of many singular stones. Amazing.
That's the biggest benefits of having DX11 as I see it. I may be missing some. Oh yes, DX11 has a lot more possibilites for modding. The reason Timeslip couldn't make OBGE "extend" more was due to DX9. It's a big difference between DX9 and DX10, too big to extend. If Skyrim has DX10 even, perhaps Timeslip can mod DX11 in.

In any case, if DX11 is not in from the start, it would be great if it gets added later in a patch. But obviously we shouldn't blame Bethesda too much. As we know, even the graphics-king Crytek has DX9 by default FOR NOW (patch to DX11 later). Still, it shows that perhaps adding DX11 into a complex game isn't the easiest thing to do?
