When I boot Fallout New Vegas, there is a pair of circles near the center of the screen, one blue and one red. When I try to continue with my save file, it looks like the colors are offset slightly and the game runs EXTREMELY slowly.

How can I fix this issue? I have not ever had this issue before on the same system.
