Distant objects not loading

Hi, I am playing on PC Max Graphics settings but I have an issue where distant objects are not loading properly, specifically major cities. Whiterun, Solitude etc. don't load and are invisible until I get right up close to the city or sometimes it won't even load until I enter it (I have to click on an invisible door).

The mods I have installed are:

In addition, I also have Skyrim HD - 2K Textures installed.

I have tried playing on new characters and tried with no mods etc.
If anyone could help me out I would appreciate it.

Have you changed any uGridsToLoad and uExterior Cell Buffer ???

Have you ticked Distant object Fade at skyrim options ???

Do you use any MLAA setting, LOD (Level of Detail) settings ??? (if you have an Ati GPU)

Have you tried to disable 2K textures ???

Have you tried to disable Open cities ???

(DO NOT disable the mod if you are in the process of pursuing ANY quest which takes place inside one of the cities.)

Load your game, and move to a location away from any of the cities. Don't use an interior attached to a city for this. Save and exit the game.
Deactivate any patches you installed for other mods first. Load your game, then save in a new slot and exit the game.
Disable the patch ESPs from your Data folder.
Deactivate the ESP. Load the save you just made and save again in another new slot.
Disable Open Cities Skyrim from the game.
Be sure the ESP and BSA files are disabled from your Data folder.
Rebuild your Bashed Patch if you have one, as it is possible it may have pulled records from the mod.

You will need to allow 48+ game hours to pass for AI to recover before returning to the cities.

What particular step have you tried ???

Have you tried on a new character (with mods disabled), on high settings with no AA, no FXAA, no detail fading.

GPU settings default.

btw. Pure Waters doesn't match well with Climates of Tamriel

I tried on a new character with no mods but alternate start (to make a character fast)

Pc specs:

-Intel® Core™ i7-3770 CPU @ 3.40GHz

-16 GB DDR3 RAM

-Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit

-GeForce GTX 660 TI

I might just need to reinstall...
