Divine intervention?

Sorry if this is comes off as too silly for a topic, but I had just started a new charcter and was trying to grind some skills outside Sedya.
I was using a dagger which was not a major skill so I was missing like crazy and getting beat up pretty bad, well finally a rat broke the camel's back I could not land on this thing and it was hitting me 2-3 times in a row.
I had to turn around and run because I was down to 1 hit, but then I remembered I had picked up a sword from the mage with high jump spells. So I turned around determined to either kill it or die trying and a thunderstorm started up, when I got face to face with the rat I swong and missed again but then lightning struck and killed the rat. The storm soon subsided, at the time I could have sworn that I missed and that the lightning strike looked different than the shocksword effect(but I guess I could be wrong).

Now my question is 2 fold, 1: can a sword with lightning enchantment activate the magic damage even when you miss?
and 2: has anyone else ever heard of lightning striking enemies?

Edit: I did up my luck but I've heard that doesn't effect much *shrug*
