DLC's and region restriction

Hello.
I live in Russian Federation, where're "Bethesda Softworks" label products are restricted to buy.
I bought "Fallout: New Vegas" (Russian jewel version) and two its addons while those products weren't restricted.
So, by now, I got "Fallout: New Vegas", "Dead Money DLC" and "Honest Hearts DLC"... Few days ago I've traded in Steam some of my games for 4 last Fallout: New Vegas DLC's. I tried to open those gifts, but nothing happens then. Users on Steam forums says that it's because I got "enplczru" version of it, so I can't unpack those addons to my account.
Is it true that I can't do something about it to activate those DLC's? Did I spend my money just to look at the images of those DLC's, huh?

Same situation in Ukraine. Bethesda, please, sort out your problems with Valve/1C and let us to legaly buy content.

What the hell are you talking about? Can't see any useful thing on your link...
And I still haven't get an answer to my question, so I'll rephrase it: "Who do I need to push? Bethesda Softworks or Steam to activate those DLC's on my account?".

You would need to push Steam in this case due to this being through them. They allowed you to make such buy, they should be the ones who will give you assistance if I am right.

Unless Steam has some policy aginst helping you due to the region the game is being sold in to legal issues, they should be the ones if I am right who can unlock it.

As always - everyone blames everyone else.
1C say they can't restrict international publishers to sell their games on Steam. Bethesda say they are not guilty: 1C is gamesas's publisher in Eastern Europe and therefore it's up to them to decide what to sell on Steam. Steam say it's issues between Bethesda and 1C. I say I (and all of other users) don't give two damns about who's guilty, just let us buy DLCs and games on Steam, dammit! You do realize you practically force us to pirate them, because we just can't get them legally? And it wouldn't have been that dumb if this was about DLCs for TES games, but this is Fallout for crying out loud! It's Russian fanbase was damn huge even BEFORE Fallout 3.

That's because Eastern Europe F:NV and all his DLCs have different IDs than other ones. Publishers like Cenega or 1C are to be blamed. I live in Poland, and I could have the same issues, but I contacted someone from UK - he bought their version of F:NV with all DLCs and gifted them to me.
