first i went out and bought the ultimate edition, and when i am in any of the dlc in new vegas the computers that need to tell me stuff like the info on anything i need to read. the screen for it will just not pop up. is there ever going to be a patch for this or have they just got all the attention on skyrim now.

No more patches will be produced.. (and Bethesda only published FO:NV, they didn't produce it)
As for your problem...
Clear Cache.
Reinstall
and start anew..
