DLC Suggestion - New Direction

Okay, I know Bethesda already has serious concepts for their DLC, but here me out. Along side of adding more content via quests and new landscapes, I would love to see DLC that focuses on improving the immersion of Skyrim. For instance, a small, inexpensive DLC that adds windows to all the homes that thieves can actually climb into and sneak inside of, or a new spells that allows you to shrink and explore rat holes.

So basically, I'm talking about DLCs that are Mods, but with a small budget. Little tweaks like this would take nothing at all, and a little money would go a long way. Heck, you already got a very dedicated Moding community built up over the years, some of them put out close to professional work, complete with voice acting and scripted quests! I think something in that direction would be a fresh take on it, not that I don't want the normal kind of DLC, but I'm saying this could also be done with little money put into it, and it would add more layers to the actual gameplay of Skyrim and its immersion.

I'd like to see this. I'm a console gamer and I'd like them to release a 'Mod Pack' every three months for the next two years, combining the best mods into low priced DLC.

Also, seeing that there aren't even a hundred spells in the game and knowing Bethesda, they're also going to add spells as DLC.

But for expansions I'd like the Imperial CIty. They could expand it to be as big as the Shivering Isles. It would be cool for Bethesda to really acknowledge it as the giant cultural center of the Empire it is known as.
