DLC that can change the way settlements work

Hello Fallout community,
I'm here to propose an idea for settlements that could drastically add more gameplay to this already extraordinary game. The Idea I have is what if when your settlement gets raided there are waves of enemies that come and if you lose the defense of that settlement depending on certain factors the enemies can steal your resources just like ou can steal theirs or they can take over that settlement.
This can be a completely optional setting that you can toggle on like Raids:on or off I feel this would add a lot more emersion into the game and really be a fun aspect to the game and the difficulty could be easily scaled by what setting you're currently playing at. Also the more times you defend the enemies can get slightly tougher the next time along. For example survival mode would have the most drastic penalties. You could also intercept enemy caravans for resources for your base to build more walls, turrets, etc.

This would be a definite game changer and I feel would add a lot more strategy in trying to survive in the wasteland. This is just some food for thought I came up with and I want to hear feed back and possibly get this noticed by Bethesda to implement something like this.
