DLC transfer

if i have already got all the DLC for xbox, will i be able to get them off the marketplace on the PC version without having to pay again?

true, but the game of the year edition (GOTY) which has all five DLC doesn't cost a lot any more
on Amazon.com it's abou $25

Yeah, GOTY is the best option.
