They won't do it.
It'll be seen as a money grab- in order to play the second DLC, you MUST buy the first DLC. Not a problem for the people who bought the first DLC, but what about those who waited to buy the first DLC, and ended up not buying it based on the reviews?
If they make it so it doesn't require the first DLC, then it's not a DLC-within-a-DLC, yes?
Technically, however, it's entirely possible to make a DLC within a DLC. But it'll just create a lot of controversy, worse than the hated Horse Armor DLC.
