Doc Mitchell = Ghoul cat thingy?

So, my boyfriend was playing Fallout New Vegas, and returned to Goodsprings to buy some stimpacks from the good Doctor Mitchell, and this is what he found..

WTF? Catman from KISS lost all his hair and now glows? O_o Wow.....
