Im using all the essential mods:

Enboost

Memory patch installed by the SKSE

The built in option recommedator said to run at ultra settings but i was really unhappy with the performance hit in certain areas.

I really thought with my upgrades id be getting 60fps on a constant basis but i was getting like 40-60fps in certain areas....with these settings im now getting pretty much 58-60 fps.

At these settings the game to me still looks good but i was wondering if there is something i overlooked that someone else might see.

In answer to the topic title - Yes, on my core 2 duo laptop

On your machine, I think you are looking at the wrong things to reduce.

The game needs at least a little Anisotropic filtering, for effects like Eye Adaptation, even on my machine I have it set at 2x, on yours I would probably set it at 4x ( and even then thats being too conservative )

Antialiasing has always been a bad performance hitter, but FXAA is very optimised. So having AA off, but having FXAA on I would recommend

I have FXAA on my laptop

So far my recommendations have gone in the opposite direction to what you want, so what to cut down on ..

A question - What was the game like on this new machine .. Before you started adding mods ?

An educated guess but I reckon it would have been superb.

Also when the game launcher set your settings to the generic Ultra, did you then change that by clicking the High button, or did you leave it at Ultra and just went into advanced settings to tweak everything ?

The reason I ask this is because those General Buttons ( Low Medium High Ultra ) set more settings than are available for the user to tweak in the launcher, there are settings like memory budgets affected by those buttons aswell ( which should not be a problem on your awesome machine anyway ), so if coming down from the automated recommendation, I would click the High button first, and then go into tweaking the advanced options ( and having clicked the High option on your machine .. Really you should not have much to change in the Advanced options )

One other thing to look out for - Is this an Optimus setup machine ?

Where the machine decides on a per app basis whether or not to use your dedicated graphics card, versus its integrated graphics chip on the motherboard ( which are generally crap compaired to the dedicated graphics cards ) ?

If it is you may need to look into getting the game to use the dedicated card ..

In NVidia cards its easy, you just use the NVidia Display settings :

If you have some other manufacturers graphics card - Someone else needs to advise, I dont know how its done on those.

Optimus is usually used on newish Laptops though to help battery life - I am guessing your machine is not a laptop, so this last paragraph is probably not even applicable.

My laptop ( Core 2 Duo @ 2.2ghz with 3gb System RAM, Geforce 8600M GS with 512mb VRAM ) manages to average between 35-40 fps

Its fluid enough for good fights in game, and there is no annoying stuttering throughout the game.

Colorful lights no shadows helps my laptop averages indoors, shadows on my machine are very detrimental to performance. But you should not need such a mod on your machine, and I would say you are probably being too conservative with your shadow settings aswell.
Your load order - The Bashed patch is necessary especially for Levelled lists, but it is a long way from solving all load order problems on such a long list of mods - What I am getting at is there will be a huge amount of detail in the records of some of you mods being stomped on by later loading mods, no matter how well you do your load order. So are all of those mods not only necessary for your setup .. But also actually managing to end up in game ?
Are they all doing everything they are supposed to ?, or are you just hoping for the best and actually could cut down on a lot of mods ?
When we get a Wrye Bash which can import / merge all the records from this game and all the patchers have been developed for skyrim specifically, then Load orders as big as yours will be viable.
