Does console mods mean a character editor?

Do the mods for console mean a character editor is doable as a mod? So you can start with 10 in all SPECIAL while playing on Xbox One or PS4, like you can with the PC if you want to?

Probably. The easiest way to do it would be to increase the SPECIAL points we get to distribute from 21 to 64. Which is like less than five minutes work inside the editor, if it's anything like every other editor Bethesda gave us.

i can see how simple mods like armour or weaponsor even texture mods will work but what about more complicated mods that need a scriptextender is there a way to implement that on a console

someone enlightenme please

Very basic texture mods....Nothing like NMCs or Poco Bueno,they would probably kill a console.

Script extenders? No, they work by interacting directly with the games executable. On the PC, that not a problem as the exe is easy to find. But on a closed file system like a console the exe is protected and generally inaccessible. Plus while MS seems to have relaxed it's policy with mods I can't see them have relaxed so far as to allow people to run third party programs in such a manner.

General armour and weapon mods would be fine to use plus basic texture replacers. But I suspect such that increases detail such as higher res textures, more detailed meshes and anything that increased hardware demands wouldn't be allowed on the consoles.

For the OP's purpose the traditional "Modding" that everyone that seems to be wagging tongues over isn't really necessary.

I would just as soon have the standard console editor available for my first fallout purchase on console. It would be easy to implement. Access On: Turn off Cheevos/Trophies. Rockstar and others already utilize this on a basic level. For years. Also it would allow me to fix many annoying quest bugs and inventory glitches that drive me insane on console editions that never get a proper unofficial patch treatment.

Yes, the console commands, they should be in, its if nothing to get out if stuck in terrain or quest bugs.

Note that it should be pretty simple to make something who enabled many of the basic console commands with an mod.

Sure you can cheat the hell out of the game with mods. Is the game still fun then? No, but thats then actually your own fault.

Also don't expect to get achievements in a modded game.

In skyrim you still get achievements same in fallout NV.

So you do a no-mod playthrough the first time to get the achievement, then go play a modded game all you want from then on. Simple.
