I switched the difficulty down to Novice for a fight with some rather nasty evil wizards. I forgot to change it back to Adept. I'm finding some really crappy loot in the particular dungeon that I'm completing.
Is the quality of Loot affected by the Difficulty you're playing on?
If not/so, do you think that it should or shouldn't be?
Here's a thought. I noticed the same [censored] loot in every dungeon until I started raising my smithing perk. Once I raised it to Elven, I started seeing Elven items in loot chests.

Strange, that. I've found some Elven stuff without Smithing it or taking the Elven Smithing Perk, yet it didn't start appearing until about level 20 or so.
I can't say I'm fond of that if it's indeed the way things work. Then again, maybe I've just played way too much Oblivion. I didn't see Glass armor appear until level 20 in Oblivion.
I know, I know...this isn't Oblivion.
But that would svck if it's based on taking the Perks. But I guess it shouldn't be a problem since I am investing in the Light Armor perk tree.
From my own experience it seems to be a mix of scaled and random items. Overall, the quality and value of the loot has been increasing as I level up, but I still get crappy enchanted +5 point damage weapons, too.
