Problem is that they are incredible game writers and designers, just they do TES. Considering TES is based on a central hero with one ending, it is incredibly hard to switch that mindset and please those Fallout players. Fallout has multiple endings, Fallout 3 sort of had it but it was undefined and pretty screwed up with Broken Steel that had the good ending. They had the direction right just didn't follow through on it thoroughly.
I love Bethesda for making Fallout 3, it is everything I dreamed of playing, they did it in a city that I visit every so often, it was down and personal and I enjoyed that aspect. I got what a lot of people wish for, "What would Fallout be like if it was done in my hometown?" I got that feeling and loved it.
Bethesda has the GAME writers and artists down, story is a main pothole for them. I am curious to see if they expand the story on the East coast.
TBH though, Point Lookout and The Pitt were Bethesda's greatest story work in the Fallout Universe. If they can do that for Fallout 4... Wow. I will be throwing money at the $150 CE in no time flat.
