If I have 30 Speechcraft, and I give two Beggars a septim, will I have 50 Speechcraft? And will this allow me to persuade the guy at the Bard's College who requires you to have 50 Speechcraft?

Why not just try it? Don't think it will, but worth a try.

I'm pretty sure blessings can stack (or at least that one anyway).
