Does New Vegas have a mod list/ order guide similar to STEP that explains which graphics order you should install graphics mods or other mods? Thanks!

There is the BOSS program. It looks at a huge list of mods for New Vegas, Oblivion, Fallout 3, Nehrim and Skyrim, and correctly places them in load order, checks for compatibility, ect.
