Skyrim is multi-threaded software, and it supports multi-core CPU's. The minimum hardware requirements for PC's include having at least a dual-core CPU, and Xbox 360, for which it was primarily developed, has 6 cores, if I remember correctly.
Some magazine tests have indicated, that Skyrim on PC utilizes on the average around 3 cores simultaneously, so a quad-core is probably nice to have.
A dual-core CPU with hyper-threading to run 4 threads might be better than plain dual-core, but not as good as quad-core.
There may not be any additional benefits from having, say, a quad-core CPU with hyper-threading.
