Does it still exist? To what extent does it still operate?

I think it still does. The only guild that was disbanded was the Mages Guild.

A loading screen in Skyrim says "Tamriel's Fighters Guild has no presence in Skyrim. Instead, warriors seeking adventure and kinship may join the Companions, in Whiterun" which seems to imply it is still around. Just no presence in Skyrim.
