Does the individual armour effects affects general bodyhits? : Fallout 4

When say my left legging has 15 % less damage from robots, does this affect only if hit in that armur part og a general effect ?

A leg piece with an effect of 15% less damage from robots reduces that damage regardless of where the robot hits you.

I don't understand your question about radiation.
