11 is speculated to mean something in the Elder Scrolls. In Sermon 29, 11 is described as "number of the master." While all these numbers in sermon 29 spell a secret code if traced through the Lessons, that is independent of 11. 11 is the number of the Master because it represents the duality of Akatosh who is Auriel who is Lorkhan who is Shor. The constant struggle between the King and the Rebel.
Every time Mer prevail over Men in the dominion of Tamriel, Lorkhan defeats Akatosh, becoming Auriel while Shor is subdued. The struggle of the gods is parallel to the struggle of mortals. But the mortals never notice the change, Men just start worshiping the time-god with the name Akatosh. For example, the Men of Pelinal's generation overcame the Ayleids, worshipping Shezarr all the while. When they overcame the Ayleids, they worshiped the Aedra once more, Akatosh their lord. This rebel-beats-king cycle is called the Enantiomorph, and it is mantled throughout the Elder Scrolls (Ur and Nerevar, Septim and Arctus, it is a reflection of Anu and Padomay's struggles).
That's a lot of boring backstory risen from the depths of the Lore forum. Anyway the symbolism is that 11 is 1 and 1, two identical and different entities. Would you ever notice if they switched places?
