The app may actually be beneficial if you can actually use it when the game is fully paused.....that way if you're in a heated battle and can't properly pull up your in game pipboy to change gear or heal without being ripped to shreds you can pause the game and do it on your phone. That would be a win.

Sooo.... What you're all saying is that aside from being able to play the game with an actual physical pip-boy on my arm, there are no in-game bonuses or features or achievements or the like?
Then it's useless and purposeless beyond a bit of novelty for a few tries before never being used again.......balance should be fine, it's how Fallout 3 and New Vegas were without extra apps and devices. It wouldn't be a bad idea to have gameplay setting that pauses the game whenever in-game pipboy is used.
Bethesda usually like to give us a level playing field in that regard, which is not a bad thing TBH.

Didnt realise that the front hinges and your phone is actually the pip boy screen and inserts into the body, i was wondering how your phone played a part.
I am of the opposite opinion. Basically, it is just a matter of training as to which is better for an individual.
