As the topic asks.

Just been given the quest "wild card finishing touches", and Yes man has spoken to me about Pres Kimball at Hoover Dam. Now ive just come out of Lucky 38 and been past the kings on the way to the Gun Runners, and one of the kings has just said about Kimball being assasinated.

Does this sub quest happen wether your there or not? Im so totally confused today. Think im just having a dim moment today.
