Does anyone here know whether the old saw about weapon weight affecting chances to stagger is actually true?

The UESP says it does (http://www.uesp.net/wiki/Oblivion:Combat), but other sources say stagger is determined by weapon damage, not weight and that bound weapons tend to get the best stagger because the zero weight reduces fatigue less and yeilds a higher damage output.

None of the sites report what the formula is for staggering an NPC or a creature with a weapon. Does anyone know whether weapon weight is a factor?
