After the patch for PC yesterday, I noticed that most of my dog tags had become locked again. I played a few games and came back on today and noticed that the dog tags I re-unlocked yesterday were reset again today. Has anyone else experienced this issue? Thanks.

All of my Dog tags were locked out too apart from the pre-order ones and the ones I got for hitting a certain level.
So you are not alone in this at least.
