Dogmeat acts injured

I'm in Vault 81 and not in combat. When I entered the vault Dogmeat started acting like he is injure but I don't get the give stimpack option. When I tried ordering him to fetch nothing happened. When I tried dismissing him the game locked.

Would using ~ recycleactor fix this?

You can try this on a new save!
Try this to reset him:
prid 1d162
recycleactor
moveto player
--------
if that doesn't work you can delete him:

markfordelete

Then:

player.placeatme 1d5c 1 1 1
