Am I doing something wrong? (360 offline DLC issues)

My router (that allowed me to be on xbox live and have internet on my computer at the same time) recently stopped working, so I'm back to either being on the Xbox or being on the computer as far as internet goes. I don't have a wireless connection, so I rely on the wired method.

I wanted to have access to my DLC for Oblivion without needing to be connected to Live, but can't for some reason. I read in the http://www.gamesas.com/topic/273721-xbox-360-technical-issues/ thread that I have to download the content again so it recognizes the content came from THIS Xbox, since the one I have now is a Slim with saves transfered from an original 360 model--which was also where I originally downloaded that content.

So I went to 'download again' for each of the things my save relies on, signed off from Xbox Live, started up the game, went to that same save file that's fine when it IS on Live.... and it still isn't. It still tells me 'this save relies on content that is no longer present,' and if I load that file it freezes not even a centimeter into the loading screen bar.

Am I doing something wrong here? Do I need to delete each DLC first, and THEN download them again...?
