So I don't think Special points are capped

So I was curious over the new information from quakecon, and I believe I read that you start with 28 SPECIAL points. I got this idea to check the fallout shelter mini game they released because I could swear Preston Garvey had some pretty high stats, so I looked his stats up via the wiki, and his points total 32. Now I'm not entirely sure the two game systems are anyway related but if it's based off his in-game stats, it would make no sense that your followers special points are always going to be more than the PCs. So I'm guessing there's some sort of in game way to increase your special stats other than bobbleheads.

You can play around with allocating points and imagining what your character might be like with this Fallout 4 Skill calculator -

When they were showing off the pipboy edition they had a level 24 character on the screen with a total of 31 special points. So while there is reason to believe there are ways to increase your special count, it's hard to pin down exactly how it's going up. I'd still bet on bobbleheads though, personally.

Of course I think you will be able to rise your stats. Maybe one point every 5 to 10 levels. Otherwise noone would make high stats because 28 points are just very few. With 28 points I wouldn't put any stat on 10.

I figure there's gonna be some way to consistently raise your SPECIAL stats simply cuz what they currently provide is really, really low.

28 starters and 7 Bobbleheads comes to 35 points.

I welcome a limit to acquiring SPECIAL points. Now that skills are gone, the 70 perks we have to choose from should actually be perks to give you something other than advancing your leveling speed or increasing a skill level. IIRC, ~33%(+/-30% :D ) of the perks in FO3 did one of those two things. Two things that my character will eventually do anyway.

The low part isn't the problem for me, not inherently. But if perks are based off what special stats you have and you only have a small, set amount of SPECIAL stats... it doesn't sound fun. According to that chart floating around for Hacking (Rank 1) you need 4 INT. For Science [Rank 1] you need 9. I don't know what these perks do but if they govern stuff like the ability to hack or make certain weapons it really doesn't seem sensible to then also limit a character to 28 SPECIAL points for the entirety of the game. If my INT is not 9 will that mean I won't be able to make energy weapons for instance?

i feel like there's not gonna be a way to get 10s in all of the slots, but definitely some ways to raise them like rare books or bobble heads

maybe, instead of increasing the level cap like previous dlcs, each fo4 dlc with have 2'ish more items for some SPECIAL points to fill that boost void

I hope they release the perk chart a little early so i can read up on the perks and map out a bit of my SPECIAL allocation for the ones i really want out of the gate
