Obviously, at least FO4 stuck to the fallout vision of no one is innocent or right except instead of being a band of lovable rogues every bodies an angry sociopath these days. Seems fitting for the state of the world today.
No they are the new Improved BOS, retaining the practice of recruiting new blood into the ranks with a new purpose and drive to destroy those who threaten mankinds survival. So its Lyons' BOS and the Outcasts reformed into the Eastern (or East Coast) BOS actually doing what Lyons' BOS was always claiming to do, protecting the people by actively fighting Super Mutants, Feral Ghouls, Raiders and now Synths.

The BoS were never the good guys even in Fallout 3. They was just the lesser of two evils.
That said the BoS will die out sooner or later unless they change like Veronica said. They seem to be almost a none factor in New Vegas and California because they refused to change(and the NCR is killing them left and right). And if NV showed us anything they rather die being themselves before changing. And they shown they willing to allow outsiders in now. So maybe thing are looking up.

They were never supposed to appear as "good guys" like Bethesda made them in Fallout 3.
If I remember correctly originally (from f1 and f2) the brotherhood was not a bunch of nice guys. they were borderline zelots that hoarded technology for themselves and to keep it out of the hands of the masses and were really indifferent towards the rest of the world. If anything in FO3 they were given a bit of a makeover to make them more appealing in my opinion. i think in FO4 they reflect more of the original feel. I mean they aren't in boston to help the commonwealth persay, they are there to destroy the institute and claim any advanced tech they can while at the same time extending thier area of control.
It was such a bummer of a misstep & misinterpretation/retcon/whathaveyou. When you can say "Dude, even FALLOUT TACTICS got it right!" then you've obviously lost the thread. Feeling conflicted about the Brotherhood of Steel is the greatest part about the Brotherhood of Steel.
A misinterpretation would imply the developers didn't make it ABUNDANTLY CLEAR that the BoS of the CW were oddballs.
That they were abandoned by the WBoS and in the midst of a civil war.

Pretty much this. They lost their way in FO3, and in that game it is made known they lost quite a few member when Lyons decided to put his primary mission on the back burner.
One thing I am curious about is the fate of the Outcasts. I've not dabbled in the BOS story much at this point, since they're continually trying to murder me.
I mean really, one Fatman to Danse's face, and they hate me for life. I was just trying to say hello.
What is amusing is that their current way isn't that far a step from how they were in F3.

F3 East Coast chapter weren't good guys, it is very obvious that they weren't the white knights that some try to portray them as, they had plenty of grey in them.

The giving the Vault dweller brotherhood combat armor, a choice of minigun, laser pistol or a rocket launcher to name a few endgame weapons or making a copy of the vertibird plans for the Chosen One are mere minor inconsequential anomalies that one does not need to pay any heed to.
Little things like having an initiate needing rescue in the Hub, a settlement that it has contact with through regular trading caravans or Maxson II getting killed by the Vipers which led to said regular caravans getting set up in the first place just screams sitting in our bunker hoarding tech and being all xenophobic and isolationist, doesn't it?
The BoS were NEVER the "good guys", in F1 they sent the Vault Dweller on a suicide mission to the Glow and were overall mistrustful and secretive.
Danse's armor has an Outcast color scheme, so one can assume that they absorbed them into their own ranks after "reforming."
TBH, I didn't pay that much attention to his armor. I'll have to take another look sometime when I'm not at war with them.
the brotherhood is anti anything thats not them. you should hear some of the anouncements on the airship. they are very close to a cult mentality. If you do want to destroy them though make sure you buy everything the vendor has, but make sure you have lots of caps.

Maxson became Elder of the BoS by negotiating the Outcasts return to the EBoS on behalf of the Lost Hills Elders.
The brotherhood are as they should be.
Humanity was once brought to the brink of extinction, that which threatens humanity, be it unresrainted scientific hubris, or wasteland abominations, is an enemy.
They are a neo-knightly order, and highly zealous. All this means is that they truly believe in their cause, and do not waver in it to tally up exceptions. From what I've seen, for ever 1 sentient ghoul, you run into 20 feral ones. For ever rare peacable super mutant, their are hundreds who will try to kill people, or dip them in the FEV. For Every Danse, their are thousands of synths who are controlled by the institute, who replace people, who wipe out settlements.
Maxon is simply adhering to what he interprets the codex ethics to be. He isn't evil, or a dictator, he's a militant leader, leading how he believes is the best way to keep humanity safe, that means confiscating and studying dangerous technology, and irradiating the dangerous anti-humans of the wasteland.
Yes, they are xenophobic. They would prefer if if everyone in the brotherhood would keep it in the brotherhood. (Have families with other people in the brotherhood.) But they know, they can't sustain themselves as a strong military force that way. So people get recruited now. Less easily then in FO3, but more easily then FO1. All it takes is a sponsor.
It was in the game. The Brotherhood Outcasts are kind of proof positive they knew what they were doing.
Likewise, all the terminals which talk about how Elder Lyons was disliked and outright hated/abandoned by the Lost Hills Elders.
They're a renegade splinter group from the very beginning.
