Dovahkiin. Since he is feared by the dragons, there is a possibility that he is the leader of them. He then could tell the dragons to kill the nords.

Eh. I think you're reading a bit too far into it. Cliff racers are most likely to be the main "bad guy".

And why are Cliff Racers most likely the bad guy? Personally I see nothing whatsoever which suggests that. Might as well be the Akaviri, the dragons, or some other race/faction/people that we have no knowledge of yet.

I was wondering this too, if you look on the elder scrolls page dragon born looks like the person in the far right and it looks like he was fighting while wearing akavair (no idea how to spell that) armor

Now that would be an awesome plot. "Dragonborn" is obviously just a metaphorical way of saying "Cliff racer ass-kicker".
