Why can't you pre-order the physical copy in Canada? The US and all of Europe can.

My guess is, if it's not in french, and not bilingual then it can't be sold in Canada. But I don't think that is the case so I have no idea.
Usually if you can Pre-order in the US we can pre-order here as well.

HAhahahahahah! DOW= Dawn of War: Retribution. It's a video game, and the others have been sold here before. Also I have no idea why OP, I know that the states actually got the expansion packs before us and it's developed in Canada. It really bothered me, so it could be them just being really [censored].

Yes. The only place to pre-order it is on Gamestop.ca and I think it's still an international order and they ship it from their default US warehouse.

Yea, that's just the publisher being [censored]. Nothing you can do about it, unless you order a digital copy. I remember being irritated it took Canada a good extra week to get the second expansion for the first game in, at least where I was anyway.
