You're correct about patch 1.9 which will go live shortly - i'd advise not installing the DX11 files before then as you will just get error messages.

Steam users were assured all future patches will also come to the Steam version, for the large percentage of PC players who own the Steam copy.

And will the DX11 and HD Texture downloads from this website apply just the same to a Steam version?

The patch is useless for Steam version Crysis 2.
It fails to locate the install which in turn means the DX11 & Texture patch will do the same.
And Steam is days behind on patches no less a non-required patch. I beleive Steam users will not see DX11 for some time.

Can I install DX11 Ultra Upgrade on DX10 Card?

I have Steam verison and the patch is downloading now. They have said ALL patches will be available via Steam, the removal only affects NEW sales.

Steam has just now downloaded a 366.7MB patch.

That is significantly larger than the 136MB 1.9 patch. But obviosly not large enough to contain ether of the other downloads, DX11 or textures.

So could somebody, preferably Cry-Tom, explain what a Steam user now has to do to install both of these packs?

There are three "Patches" required. Steam 1.9 patch works flawlessly, auto installed by steam. Download the two other files from links here, and run them from the desktop, out-of-game. Start game. Play. Both Dx-11 and texture pack find Steam version and install just fine.
