I'm guessing the Yokudan mount and dragon warrior costume are for Elder Scrolls Online, not Skyrim?

It's cross game promotional marketing strategy in hopes you'll buy their other games too. Or they simply like to reward consumers that have bought a few of their products. Blizzard Entertainment does this all the time.
