Probably in some ancient Nordic ruin or quest.
Conjure Flaming Familiar spell tome for example is a quest reward.

You must first kill all of the dragon priests.

Actually you can't summon the Priest. Not on purpose anyway.

Once you have located all of the Dragon Priest masks you can place them at the Bromjunaar sactury and recieve one final golden mask. When wearing this mask, if you are low on health there is a chance this mask will knock all enimies back, heal you and your nearby allies. It should also grant a brief fire cloak. There is a much rarer chance the mask will summon a powerful dragon priest to your aid.

So it is not like a summoning charm you can do everytime. Chance and luck i'm afraid.

Where is this Bromjunaar Sanctuary?

In the Labyrintha in the mountains of High Hrothgar. TONS of Ice Trolls in the ruins. The sanctuary is in the middle. When you go in there will be a shrine where you see the dragon priest mask-holders and a skeleton with a wooden mask near it. When you wear the mask it'll send you to the Sanctuary where you place the masks.

Near the entrance to Shalidor's maze and Labyrinthian is a circular structure that looks like a dragon mound. There is an alter here with a dragon's head and a wooden mask. You need to put the wooden mask on whilst standing in the chamber with the alter. It transports you magically to the same alter in the past before it was ruined. This is Bromjunaar sanctury and once you place all 8 of the masks in the appropriate slots then you get the golden mask from the dragon head. to get back to real time take the wooden mask off

Yeah and I don't beleive the fact that it can summon a dragon priest to your aid is in the description so it doesn't seem like its that amazing of a mask to a lot of people. I was wearing it around and forgot I had it on, and was near getting kiilled in Black Reach when I ran into a giant and a dragon after attacking a centurion and apparently attacting the attention of a dozen Falmer. Then suddenly a dragon priest appears, my enemies get knocked back, and my health gets restored. At first I just saw the dragon preist and thought I was screwed - until it started killing my enemies.
