I never really thought about that, to be honest. So far I don't think we have any evidence to support either side, so I can't really make an educational guess.

Instead, I'll make a totally uninformed guess and say yes.

Dunno, wait for the game. But as far as I know, the only other then the Duvahkiin able to shout are the dragons. And just like a Flame Atronach had lesser effectivity if you had resistance to fire, your abilities/weaknesses will probably have much to say about the shout effectivity.
