So I take my level 38 pure mage Vampire to the Soul Cairn. Defeat the three enemies there who are using Dragonbone weapons, only thing is, I am unable to pick up the weapons. They just disappear. Am I bugged? Why does this happen?

You have to be level 40+ or 45+ or the Dragonbone weapons cant be looted.

For what it's worth, those weapons are not normal Dragonbone. They were constructed specifically for those 12ft tall Undead constructs. So yeah. Think of it like that. "Realistically," you would not be able to properly utilize those weapons, as your upper-to-lower body ratio is not at the threshold to wield weapons made for 12ft giants.

And they don't respawn so the only way to get them is smiting.

Those are Bound Bone weapons.

Oh no, they're Dragonbone. I know this because I did Dawnguard reeaaaaallly late once, and one of the Bonekeepers dropped their Dragonbone Bow, which I kept and proceeded to give to Teldryn because wow those are ugly.

Actually, you can get them from the Wrathman summon by using a glitch to get one of them to permanently stay around or as random loot in chests.
