Dragonborn borked - Steam re-install not working?

Hi good people of the Bethesda forums,

Recently, I got Dragonborn as a birthday present from a friend. I was pretty excited, as it's my first Skyrim DLC, I knew there was a lot of content in it, and I'm a pretty massive Lovecraft fan. I installed it off Steam and started to play pretty much right away.

The disappointment started about five minutes in, when I hit a normally game-breaking bug right getting to Solstheim. The player controls had been disabled, and the boat I was supposedly standing on did not exist in my view. Oh well, I guess, I used some console commands and got all that straitened out - good old Bethesda Q/A right?

Well, not another five minutes later I ran into my first new enemies- Ash Hoppers-! These dangerous new foes combated me - by sliding across the dirt like it was ice and jittering their rears before me - doing absolutely nothing and inflicting no damage. How grand, the first new enemy seems to be completely lacking animations.

So I delete Skyrim off Steam (thanks Steam, for not letting me know that unlike every other game, deleting the game also deletes everything in the folder that might be associated with it, like my mod in progress), do a system restore, delete Dragonborn again, validate the game, restart steam, restart Skyrim, walk back to the boat... and have the same two issues.

Okay, whatever, I don't care any more. I can handle it - but it better not happen again.

Well, AS IT TURNS OUT ten minutes from the bum-twichy Hoppers I get entrenched in the quest: The Final Descent, and am impressed by a new mechanic for a fancy new sword. Too bad it doesn't work. Yeah, for half dozen minutes I've been swinging a sword around a wall with nothing happening until I look up on Youtube and I see that another guy has flippin' energy beams coming out of the sword. Holy balls, something is seriously wrong!

I probably come across pretty angry, but in reality, I'm just disappointed and tired. From the sounds of it, the first issue I've had is pretty standard fare, but the rest of it I haven't been able to come across anything on. Has anyone else come across something like this - does anyone know any fixes for any of it? I'd be extremely grateful for any and all help people may offer.

You're using power attacks when swinging the Bloodskal Blade ?

Heh, yeah - and how. It's pracitcally all I've been doing with it...

I'm going to try and reinstall Dragonborn over the night ... again. I'll close the topic if it works in the morning.
