I've done mostly all the quest on this DLC island and I just can't seem to get the quest to get this achievement happen. Any ideas on how to get it to kick in ?

You have to go to the village and talk to the villagers and they will tell you Baldor Iron Shaper was kidnapped by the Thalmor. Rescue him and get the map back from the Thalmor and he'll teach you to craft once he returns to the Skaal Village. Also if you're having trouble getting the quest started, there is a bug that keeps it from starting.
