Was there ever talk in past TES games of Dragonborn? or is it completely new?

Uriel and Martin Septim were dragonborn in Oblivion

Dragonborn like we are now? as in Dovahkiin? Born with Dragon souls, not just part of the Septim blood line.

Well, in Morrowind, we are a reincarnation of Indoril Nerevar (a hero lord......big stuff), like the prophecies of the Ashlanders say.

I know, I have logged countless Hours on Morrowind. I don't mean have we ever played as a Dragon Born before, I mean was there speak of it in past games or is it an invention of Skyrim?

This is a little confusing. Dovahkiin = Dragonborn. Both Uriel and Martin, like all emperors before them, were able to wear the Amulet of Kings, which means they were Dragonborn. Of course, they couldn't use shouts, because to do so you need to slay a dragon and there were no dragons in their time. Not sure what you mean by "born with dragon souls"...

To be a Dovahkiin you need to be born with a Dragon's Soul, Todd has said so many times himself. It has nothing to do with having Septim blood.

A Dovahkiin or Dragonborn is a mortal man or woman born with the soul of a Dragon, which enables them to use more powerful spells called Dragon Shouts. The player is Dragonborn in Skyrim.

Says nothing about being of the Septim blood line.

Either way that is irrelavent. what I am trying to ask is was the Lore about dragonborn in the other games somewhere?

There is a book in Skryim that claims they were all Dragonborn, and Oblivion spouts that crap, but I stand firm in that the Septims were NOT Dragonborn.

edit: Tiber Septim was a Dragonborn, there a theory that the Neverine could have been one as well. Pelinel was Dragonborn as well.
