So I was on my way to Dragonreach in Whiterun, and I look to the right of the bridge as I walk towards the door. And I see a Skeleton Body pop out of the water, so I go over and investigate. It was dead, and it had nothing on it, completely empty inventory. Not a note, or book or anything I could find explained this. There was nothing I could say to the Jarl, or Court Wizard, or Guards, or pretty much anyone I could talk to in Dragonreach. Has anyone else seen this? And if so, is it part of a quest?

PS: If it is part of a quest, please don't spoil the entire thing for me, just tell me the location of where I get the quest and who from. Thank you.

I found this too, Ulfric says that the Jarl of Whiterun is known for his temper (never seen this personaly, he was my favorite Jarl) mabye someone made him mad????
