Dragons Vs. NPCs?

Hello, i am like many other peoples excited about TES:Skyrim.
Like most, i saw this gameplay:

I see there a BIG Problem, the most issues are called by other users like the stupid(?) npcs don't notice who kill his friend, maybe he search for the enemy and its not final...of course not.



But to start the Discussion about the big Problem i see with the generated Dragons:

I am sure it will be very fun to fight against them but i see there a big problem if you just walking around, talking to some npcs and a dragon come and (maybe) kill that npc...is he gone forever? Or will he immortal (uhm...)?
Whats with Guards of Citys, if they will attacked, what happend to the npcs of the city, i mean in oblivion it was very nice, every npc live in the town, could be a guard.
But if in skyrim the dragons kill the guards, someday the npcs will all dead?
Same with workers of some towns who go out for catching wood or do what ever their job is.
Please don't tell me that dead NPC or NPC at all will spawn randomly? would be very bad and destroy the "feeling" of a living world.


Will it like the oblivion's "autoleveling" issue? A total failure?


Good luck with great skyrim, i would love to hear something from bethesda about that problem/gameplay element.
Maybe im totaly wrong and the dragons don't attack towns or the people of the towns got some very good defence or the dragons only attack and get spawned on special locations.
