I agreed with you, but someone told me that, according to TES lore, the dragons are are working under Alduin to destroy the world. Basically, they have their own thoughts and everything, but they're still not humans. They have their own social structure in which service to Alduin supersedes anything and everything. I don't know where this person came up with that, but that's with they said.
Personally, I'm all in favour of changing lore to make the game better, so I still agree with you. Now, dragons should probably have a social structure that's different from humans-- I'm not going to suggest what, but something that would seem strange and alien to a normal person (ie: anarchistic, extreme rigidity to some kind of "dragon law", always trying to make the horde bigger to gain social standing, etc). Also, it would be cool if there were flying machines (maybe just zeppelins) which the dragons could attack. I think it would make sense because Skyrim takes place in the future, and since they could always retcon or add more to the lore. It would give the game some nice steampunk elements which could be further developed in future titles.
