Dream Perks

I love Fallout's perk system. It keeps me coming back again and again. I love seeing how different perks can be combined to make different characters. This got me to thinking, if you could design a perk, what would it be? Name, characteristics, base requirements, minimum level, everything.

Here's mine:

Master of MOD:
You have spent hour upon hour tinkering around with your weapons. You can now attach any specific weapon modification to any weapon in the same class (i.e the 9mm's scope to any pistol).

Requires: INT 7, Repair 90, Guns or Energy Weapons 50, Level 18

The One:

Your countless adventures through the Wasteland have left you scared and filled with experience. Every 4 levels you can choose one gun to add +2 damage too. Also you have a knack to talk to people. No matter what clothing your wearing your Charisma is brought up +2.

Requirements:

Level: 12 Guns: 65 Speech: 70 Int: 7.

You like them Big , Loud and Devastating !!

Requeriments : Level 26, Big Guns 90, Str 8

You do an extra 25% damage and have a 10% chance to knocking your target down with any Heavy (Big Gun) weapon.

- Effect on opponent's body part is various depend on your attack type
- Blade hit on head part and more than 50% hp reduced = head dismember, instant death
- Blunt, bullet or explosive hit on head part and more than 50% hp reduced = head exploded, instant death
- Blade, bullet or explosive hit on either one leg or both leg and more than 50% hp reduced = either one or both leg dismember, opponent fall down and immobilize
- Blade, bullet or explosive hit on either one arm or both arm and more than 50% hp reduced = either one or both arm dismember, and opponent cannot use weapon to attack( depend on how the weapon is hold and which arm is dismember )
- Explosive hit on torso and more than 50% hp reduced = whole body exploded , instant death

( Challenge ) Devourer mutation :evil:
- Each and every 100 corpse was eaten, player permanently +10 HP, +1 DT and +2% damage

Limitless Potential (level 35) - remove the level cap. [censored] game balance. If I can find the XP to get that strong, I deserve to be a Mojave God.

Armorer (requires Jury Rigging) - create weapon mods / also gain the ability to remove mods from weapons (and, I guess, just like the op, add any mod to any weapon).

Behemoth (Strength 10, Endurance 10, Level 30) - you are a ridiculous force of nature; simply walking into enemies inflicts damage and a chance of knockback/down. Also, gain DT +5

Crossover (Level 2) - you gain the ability to export your character to another player's game.

Bragging Rights (Limitless Potential, Crossover) - specifically for the player who wants to smear their friends' faces in overpowered, ridiculous awesomeness. Got a friend who insists on playing a gimped character? Stomp him with your level 90 super god and sniper modified combat shotgun!

Okay, I admit: the last two are jokes, but I am serious about the others.

Requirements: lvl 4, 40 Melee
Slasher - You get a +25% damage to all knifes. (3 ranks)

Requirements:lvl 6, 60 Melee, Agility 5
Speedy Blade - You get +30% attack speed with all knifes.

Requirements: lvl 10, 70 Melee
Bleed Out - With all knifes you get a bleed effect upon critical hits.
(The bleed effect is one third of the weapons damage x 10 seconds. (so if the damage is 30 then it's -10hp/10s))

Requirements: lvl 16, 90 Melee
Backstab - While using a knife you get a bonus to critical damage when attacking an enemy in the back. (+200%)

Requirements: 20, 90 Melee
Precision Stabbing - You get +50% damage to all regular critical hits while using a knife. (Sneak attack criticals does not count.)

Requirements: 24, 100 Melee, Perception 7
Critical Slash - You get +4% critical chance with all knifes. (3 ranks.)

I want to use knifes more but they aren't very good, need more perks to make them good.

My Little Friend - Be able to deploy your own personal turret.
Requirements - Level 25, Repair 70, Science 45

Dagger Marksman - Any thrown melee weapons, such as the Throwing Knife or Hatchet will always result in an Instant Kill whilst succesfully hidden ( With + 25% Critical hit chance when not)
Requirements - Level 14, Sneak 75, Agility 6

*because the only one is that guy in The Kings.

Bounty Hunter - Enlist to become a bounty hunter. (bounty hunter HQ appears in the Mojave, gives you generated NPCs to collect money from or kill)
* like they did with the Regulators in Fo3, I would love to have some more bounty hunting missions.

Requirements: Lvl 24, Energy Weapons 90, Science 90
Plasma Burn - Plasma weapons now inflict a burning damage upon the foes it hits. +5dmg/5sec
(3 ranks, each rank gives +5dmg/5sec, so rank 3 means each plasma shot gives 15dmg/15sec, this does NOT stack, this means that if you fire a shot at an enemy when it's 8 seconds left then the burn effect restarts, so it'll basically be a continuous effect.)

Requirement: Lvl 16, Energy Weapons 60
Energy Duelist - Laser and plasma pistol get +8 DAM, +20% reload speed and +3% critical chance. (2 ranks, 2nd rank doubles the 1st ranks effects.)

Requirement: Lvl 20, Energy Weapons 75
Need For Plasma - All Plasma projectiles travels 50% faster than before.

Requirement: Lvl 22, Science 75
Fluent Hacker - You instantly hack into Very Easy and Easy computers. (Rank 2; Science 100, Instantly hack into Normal and Hard computers.)

Gunsmith-can create guns by recycling your broken/damaged weapons

No pain, no gain-DT increases by 2 no matter what your wearing, but enemies who get through your armor inflict 2x damage

Ghost-you can posess enemies for a minute and all
Items looted while in enemies body go to your inventory. Cooldown time is one in-game hour. Can work only on humanoids. IE, deathclaw, nightskin, people, etc...

The chosen one-gives you physic powers, but your physic powers must recharge after a while. Can swing enemies into other enemies, or can implode the enemy, leaving a huge red mist in the air.

"Your resourcefulness allows you to build robots from bits of wasteland scrap".

Requirements: Rank 14, Science 90
Pre-requisite: Robotics Expert

This perk allows you to build robots at a workbench. Once built a robot will become a companion (You can have a human, non-human -Ed-E and rex-, and robot companion now)

Robotbrain (8 scrap metal, 2 scrap electronics, 1 fusion battery, 1 wrench) - Associated Perk:
Sentry (10 Scrap metal, 3 scrap electronics, 2 fusion batteries, 1 sensor module)

My Dream Perks for F:NV

Almost Perfect should come back!!!! Also all of these are made up accept almost perfect.

Almost Perfect: Level 30 - Instantly raises all your special stats to 9.

Full Metal Jacket: Level 20 Guns 80 Repair 80 - You have became such an expert with guns you can now create stronger bullets. At any reloading bench you can turn any regular bullets into Full Metal Jacket bullets doing double the normal damage. Each Full Metal Jacket bullet requires 3 of the regular bullets.

Overpowered: Level 35 Survival 100 - You are such a god all of your special stats are raised to 10 and all of your normal stats are raised to 100. You also do 1000% more damage with all weapons and you take 75% less damage from attacks, you can also carry any amount of weight, and you never get the effects of withdrawl from any chems. Stimpaks heal double then what they used to. This is the only odd numbered perk.

Millionaire: Level 30 Charisma 7 Barter 100 Speech 100 - Your caps will instantly be raised to 1,000,000.

Oblivion: Level 30 Strength 8 Endurance 8 Unarmed 90 - You fists have the power of Mehrunes Dagon, you inflict 75% more damage with any unarmed strikes and get a 10% damage bonus when using any unarmed weapons.

True Survivor: Level 26 Endurance 7 Survival 80 - Your survival instincts have become so great you can survive anoter Nuclear Winter, you take 20% less damage from any attacks and stimpaks heal 10% more. Any food or drink you consume lasts 5 seconds longer and heals 25% more. In hardcoe mode, your dehydration and starvation go up much slower than usual.

Veteran Ranger Takedown: Requires Ranger Takedown Unarmed 75 - You learn the master takedown from Veteran NCR Rangers, the unarmed move now does 25% more damage, and has a chance to kill the target. To perform, hold in the attack button and move backwards while unarmed.

Expirementor: Level 30 Intellect 7 Science 90 - Your days expirimenting on humans have given you this ability. With this perk, when you sneak up behind someone, you have the option to "Test" which can make them either give you all of their possesions and what they are wearing, or they would explode harming anyone near them, including you.

Machete Maniac: Level 18 Strength 6 Melee Weapons 60 - Your days using a machete have turned you into a machete maniac! You do 25% more damage with Machetes and Machete Gladiuses and have a chance to knock an enemy back with each strike.

Lurker: Level 30 Agility 8 Sneak 100 Lockpick 75 - Your days of sneaking in the shadows allow you to never set of any traps, make your running silent and can pickpocket items that are up to 25wg. Your critical strikes do 50% more damage and your sneak attack criticals almost always kill. Your stealth field is much larger and when your pip-boy light is off, you have a 50% chance to stay hidden, even when you are right in front of someone.

Suicide Bomber: Level 14 Strength 6 Endurance 6 Explosives 55 - You take 75% less damage from your own explosives, and enemies take 25% more.

Grim Reaper's Scythe: Level 30 Strength 8 Melee Weapons 100 - You have be come such a master with melee weapons, you gain a Scythe in your inventory. The Scythe has a 10% chance to kill on hit, and does 120 damage. With the Grim Reaper's Sprint Perk, you become the Reaper himself, and gain a 25% damage bonus to all weapons if you have both perks.

Lightspeed: Level 8 Agility 7 - You run 10% faster.

Master Explorer: Requires Explorer perk Level 30 - You know where everything is, all locations are revealed and can be fast traveled to.

Angel: Requires Very Good Karma Level 30 - You are so good that you regenerate health, you regenerate 5% health every 10seconds and Stimpaks heal 50% Health.

Demon: Require Very Bad Karma Level 30 - You are so evil that you gain a +10 to guns, sneak, melee weapons unarmed, and explosives, you regenerate Action Points much faster as well, you regenerate 10% AP per second. You gain a 5% damage boost to all weapons.

I think I went a bit overboard with this, I'm sorry if I made any errors or anything. I hope you like them, some are overpowered, well more like most of them, but some aren't. I really hope you like them because this took almost an hour to make.
