My Nord is duel wielding axes and I'm only going to use fur armor or none at all.

Light hands down, because you can't dodge "in the traditional sense"!
So you'll need speed to evade the hits!

Can you block if each hand has a different weapon or not?

I'm not sure what this more speed idea is going to do when you're getting hit, there's no dodge skill in the game. Heavy armored people practically don't need shields, so I'd say heavy armor for full on attack.
