Personally, I'd say the choice is more complex than just "which is always best." My dual wield Khajiit, for instance, uses swords, and I crit all the time (and I haven't even reached the third rank of the perk!). He's in light armor and focused on stamina growth, so I have to run circles around my enemies and keep on the offensive, which is very fun. My brother, however, uses a dual wield Orc in heavy armor, and he specializes in maces. I'd say that's pretty wise, since he's got Berserk and can take hits better (and probably has higher HP than I do). Axes are a good middleground for dual wielders, since the passive bleeding damage will do well regardless of whether you're a light build, heavy, or somewhere in between. Race also matters, as my brother shows with his Orc. For a stealth build, obviously daggers are better, especially since they work well with certain sneak perks that can turn normal combat into one-sided ninja fights.
I saw someone on the tubez who maxed out the entire one handed tree, including all the weapon perks. At first I thought that was kinda pointless, but now I figure that versatility is nice--not all enemies bleed and not all enemies wear armor, after all.
Edit: poster above beat me to it, but don't swords have the best reach?
