According to http://www.imperial-library.info/fsg/luagararticle1.shtml and http://www.imperial-library.info/obscure_text/5th_era_loveletter.shtml, the Dwarves were trying to achieve the Eternal I, the first state of the Gods, before the brush stroke of Anu & Padomay; basically, reversing what Lorkhan had done. (7th paragraph, last sentence from the bottom of the page)

But the project wasn't completed as it was intended, right? The author says that there is still one dwarf left who didn't disappear, and that could be one of the reasons why the Numidium didn't turn into a God as they had intended it to do.

And this, Hellmouth, is where the Numidium lay in uhm... oh, I never asked, where at was this brass-god(Numidium) being constructed? Was it under Red Mountian; the same place Kagrenac made his three tools to use the Heart of Lorkhan that was also found there? It's never really stated where Kagrenac was building this giant golem at.
But as I was going to say, after the dwarves vanished, along with Kagrenac (though some say Dagoth Ur killed him and took the tools), the Numidium just sat there like a lifeless robot without any batteries for centuries. It was then in http://www.imperial-library.info/history/2.shtml that Dagoth Ur and his Ash Vampires began construction on the "second numidium". Now this "second Numidium" is still the same brass-god that was built by Kagrenac that had been sitting (in red mountain?) for centuries. Was Dagoth Ur just trying to figure out a way to tap the energy from the Heart of Lorkhan to fuel and activate it? I guess that's what he was doing all those centuries right before the throe of the 3rd Era. And I'm guessing he never could figure it out. But how did it wind up in the hands of Vivec?
The timeline then says that in 2E 896, 14 years later, Vivec gives the Numidium to Tiber Septim to conquer Tamriel (although didn't Tiber just need it to invade Summerset since Skyrim assimilated peacefully?). So somehow, it went from Dagoth's possession to Vivec's.

Tiber was ready to invade MW, and pretty much taken over every other place but MW and Summerset Ilse. Vivec and the tribunal still were pushing Dagoth Ur around like a little [censored], so it was before the Tribunal lost the tools. Since Vivec knew what happened to MW when Reman fought MW, Vivec negotiated with Tiber Septim, allowed TS to "have" Morrowind and the Numidium. Then one day, the Tribunal were skipping back to Red Mountain (though there is still some debate if they strutted, power walked, jogged, or side-stepped to RM) in order to refresh their godly powers by bathing it some more, because their godly powers do fade over time. Since they had previously and many times over kicked Dagoth Ur's butt relentlessly, they didn't expect to be spooked by Dagoth Ur AND his ash vampires. Because of this surprise, they dropped the tools in shear shock and ran away (though many people will tell you they ambushed and had their butts kicked and lost the tools that way). Doesn't say when TS took MW, but it was sometime before Dagoth Ur woke up and took the tools back. And no, it says that the Numidium was a rumored gift when TS annexed MW.

*Stompy 2 is made of corpus, and is not Stompy
*Dagoth Ur wants to use Stompy 2 to get rid of all the xenos (everyone but pure MW dunmer) out of MW, then have Stompy 2 take over the world and everyone worship Stompy 2 with Dagoth Ur as his high priest. Dagoth Ur didn't really know exactly why the dwemer built Stompy in the first place. Silly elves
*Dagoth Ur knew how to use the heart to power Stompy and how to become a god. We don't know when he learned, but he did.
*Dagoth Ur didn't wake up till the Tribunal gave away Stompy a few years back when Tiber Septim was going around, kicking ass.
*After Stompy was given away, at 2E882, the Tribunal go back to the heart to refresh their god powers. Dagoth Ur spooks them with the combined spookage of him and his ash vampires. The Tribunal, being very spooked, dropped the tools and ran away.
*Tribunal try taking it back years later by sending him letters telling him how angry they are and also have lots of dunmer also write letters to Dagoth Ur telling him how uncool it was for him to spook the Tribunal, and to return the tools. Dagoth Ur ignores the spam.
