There is this Crimson Caravan guy just outside of For McCarran. He was there when I first arrived and has not moved since, possibly about 1 year "game time" later. I have wanted to sell to him a few times and check his inventory but all he does is give me some kind of greeting with no dialogue box/options.

Is he a "dud", or have I not done something in the game to make him functional? I am liked by the Crimson Caravan folks.

The Crimson Caravan Traders don's actually buy or sell anything, they're just there for a bit of flavour. However, he should be travelling on a route, not just hanging out at McCarren. It's possible that your timing there just happens to coincide with his arrival.

Oh! I do not think I have run into ay others outside of their camp

I believe there's three of them, maybe just two, and one that I know of just travels back and forth from their headquarters to Camp McNarren. I'm not sure what the other route(s?) are. You can just ignore them though as they do nothing in the game. If you're playing on a PC, there is a mod where they will actually buy and sell stuff.

yeah hes on both ps3 and xbox, and on both he does nothing.

I have the same guy in my game. Just hangs out in front of Fort McCarran and never leaves, never barters, never eats, never sleeps.
