They're practically culturally dead, if you ask me. Being driven away from your home, with nothing, and surviving on the charity of others will do that.
It's been 200 years. The only thing making them refugees anymore is that they are long lived and many/some have been around a long time. Also keep in mind that some of them lived in other provinces even before the crises hit. They certainly aren't refugees either.
I think it will be more akin to the conquered natives in the Americas. In some places they blended with the conquering peoples and in others yes they were oppressed for years and in some ways still are but they are hardly perpetual refugees. Are the Native Americans in the USA refugees? I think not, even if there are problems of discrimination in some parts of the country.
One thing I will say is it's a relief slavery was stomped out of their culture. Not all of the Dunmer deserved what happened, but the slave owners and their sympathizers had it coming.
