Dunmer refugees question

The Skyrim section of the third pocket guide says that: "Refugees from Morrowind, far from burdening the eastern city, have brought with them new ideas, enriching her culture and stimulating its old mercantile spirit." What are these refugees from? At first glance I thought from the Red Year but this is before that, which I thought would put it in the period where the Nords were attacking Morrowind. Am I missing something here, some other event they were taking refuge from prior to the Red Year?

Dunmer that are likely fed up with the houses, or got nailed badly after a house war. After all, crossing boarders and moving to different places was a helluva lot easier than in previous times, where going into another country could mean death.

Also, then empire would frown upon killing people moving around country to country.

I wonder how big the Dunmer influence will actually seem in Winterhold. Has this been talked about in any previews?
